The amendment starts with the words "a well regulated militia," which defines the reason for the "shall not be infringed" part. If we really understood that amendment, we would all be joining our local militias and training so that we are "well regulated." We need a national militia development movement. Nowhere in the amendment does it mention the individual's right to weapons, independent of his duty to support his militia.
