Nobody deserves to get robbed but the government sure does a good job at it. Lazy and indolent people will always be that way no matter what types of inducements you offer them to get back on their feet. It's sad, but true. Others, like the mentally ill who have no hospitals to live in anymore and live on the streets continually collect in order to exist. However, most people will be embarrassed and try to get off the dole as quickly as possible.

It is meant to help people in the short term such as between jobs so their families can eat and not get evicted. Not to live off it and wait for a check every month. For your car analogy, taking a car for joyriding is a lot different than taking it to get a woman to a hospital to deliver a baby. Consider St Thomas Aquinas’s moral theology writings.
