No. Catholics believe grace is free but you must be in a state of no mortal sin to be able to accept it. Priests do not forgive sins but are a vessel to transmit absolution from God thats allows the person to once again able to recieve grace.
Think of it as when a person commits a mortal sin they change the channel from the grace channel to the sin channel. Going to confession changes it back the grace from God never stopped flowing the sinner counldnt interact with the grace
