Only reason I can think of is to mark which ballots have been counted. Which is actually a pretty good idea, since it could keep ballots from being run through the machine again and counted multiple times. That said, if that's the case then not only should it not run out of ink over such a period, since you'd only need a small indicator, but there should be no instances of recount ballots being pristine, like we're seeing in GA.
