The Australian federal government has pledged $747 million (US $578 million) to upgrade four military training facilities in the Northern Territory, in time for war gaming exercises with the United States and allies.
Prime Minister Scott Morrison flew to Darwin for the announcement saying the spend was critical to provide Australian soldiers with the best technology and training, and to also confront a “challenging global environment.”
“Working with the United States, our allies, and Indo-Pacific neighbours, we will continue to advance Australia’s interests by investing in the Australian Defence Force, particularly across northern Australia,” Morrison told reporters.
“Our focus is on pursuing peace, stability and a free and open Indo-Pacific, with a world order that favours freedom,” he added.
The prime minister said the announcement was unrelated to China.
“All of our objectives through the activities of our defence forces is designed to pursue peace. That is the objective of our government. That is the path that we are pursuing,” he said.
Firing ranges and support facilities at Robertson Barracks, Kangaroo Flats, Mount Bundey, and Bradshaw Field will be upgraded.
The airstrip at Bradshaw Field will be lengthened and reinforced to support heavier aircraft.
Federal Opposition Leader Anthony Albanese said, “The government needs to just stop re-announcing the same things over and over again.”
“Once again, we see a re-announcement, but with an inflated price, to hide the fact this government doesn’t deliver,” he told reporters in Darwin.
The upgrades will cost up to $447 million more than initial estimates in 2019, but the prime minister said there were significant upgrades, particularly in light of the changing strategic environment.
The Darwin visit comes soon after Home Affairs Secretary Mike Pezzullo called for Australia to be more prepared, saying the “drums of war” were beating in the region.
“Today, free nations continue to face this sorrowful challenge,” he wrote in a message to his department. “In a world of perpetual tension and dread, the drums of war beat—sometimes faintly and distantly, and at other times more loudly and ever closer.”
Warnings of potential conflict have increased in recent months, particularly as the Chinese Communist Party (CCP) continues its posturing towards Taiwan.
Chinese military jets have also made near-daily incursions into Taiwanese airspace, while the People’s Liberation Army has continued its build-up across the strait.
Defence Minister Peter Dutton said on Sunday that conflict around Taiwan could not be ruled out.
“People need to be realistic about the activity,” Dutton told the ABC.
“There is militarisation of bases across the region. Obviously, there is a significant amount of activity, and there is an animosity between Taiwan and China.”
A Commons committee is calling on the Public Health Agency Canada (PHAC) and National Microbiology Laboratory (NML) to explain why it has not provided unredacted documents regarding the transfer of deadly viruses to China’s Wuhan laboratory, after the agency and lab missed its 20-day deadline to provide the documents.
The Canada-China Relations Committee (CACN) unanimously agreed Monday to summon PHAC president Iain Stewart and NML acting vice-president Dr. Guillaume Poliquin to appear before the committee on May 10, to explain why they have not provided unredacted documents regarding the transfer of Ebola and Henipah viruses to the Chinese military-affiliated Wuhan Institute of Virology (WIV) before the deadline.
The decision was made in accordance to a motion the committee passed on March 31 that states should the PHAC “not provide documents in their unredacted form within 20 days,” the two will be scheduled to testify to the committee members on why that is so.
In July 2019, Chinese scientist Xiangguo Qiu, who was responsible for the virus shipment, was escorted by police from NML, along with her husband, Keding Cheng, and her students from China. Qiu and Cheng were stripped of security clearance.
NML, which is based in Winnipeg, is Canada’s highest-security Level 4 lab that works with some of the deadliest human and animal pathogens, such as Ebola.
The PHAC said that their removal was due to a possible “policy breach” and administrative reasons, which the RCMP in Manitoba was investigating. The agency also said their eviction had nothing to do with the shipment of viruses to WIV.
In February, a spokesman from PHAC confirmed the two were no longer employed by the PHAC as of Jan. 20, but didn’t elaborate further.
“We cannot disclose additional information, nor comment further, for reasons of confidentiality” wrote Eric Morrissette, chief of media relations for Health Canada and PHAC, in an email to CBC.
The non-disclosure by the PHAC, however, prompted the CACN to summon Stewart and Poliquin to testify on March 22.
Despite being grilled by opposition MPs, Stewart refused to provide details about PHAC’s investigation and the reasons why the two scientists were removed from the NML.
Likewise, Poliquin’s response to NML’s agreement to the transfer the viruses to China at the request of WIV left Conservative MP John Williamson baffled.
“You’re taking a request from a nation that has a history of theft and lies, and accepting that because it’s what the law in this country says, that this is sufficient, at a time when our national security institutes are warning academia in general to be very careful. That’s a remarkable testimony,” Williamson said.
Conservative MP Garnett Genuis told The Epoch Times on April 22 that the failure of PHAC to answer the questions led the committee to pass the March 31 motion, giving the agency 20 days to submit all information and documents related to the shipment of the viruses to the Wuhan lab.
“There’s just these ongoing questions, as well about how aware government bodies are or are not about the risks of engaging with institutions that could be under Chinese state control,” Genuis said.
“There are many questions that this episode raises about the general approach being taken to national security in the context of important research institutions. And we as parliamentarians are committed at least in the opposition, we are committed to getting to the bottom of this.”

Medina, currently the founder and publisher of an environmental e-newsletter, has appeared on the Chinese Communist Party-run media outlet China Global Television Network (CGTN) to discuss climate change. Medina described going on the program as one “of the cool things I have done,” despite the outlet airing forced confessions and spreading propaganda to discredit credible accusations of genocide in the country’s Xinjiang province.
The propaganda-pushing network relies on participation from American experts such as Medina to grant a facade of credibility to its operation.

Chicago, Illinois — The Civilian Office of Police Accountability (COPA) released video and other materials of the fatal officer-involved shooting that took place on March 31, 2021, near 5200 W. Eddy Street. Based upon information obtained in the early stages of the investigation, COPA has recommended the Chicago Police Officer who discharged his weapon, fatally injuring 22-year-old Anthony Alvarez, be relieved of police powers during the pendency of the investigation. Chicago Police Department (CPD) tactical officers attempted to stop and speak with Antony Alvarez - an individual familiar to the officers. Alvarez fled as officers approached, leading to a foot pursuit by the officers. During the brief foot pursuit, officers made verbal commands to Alvarez to drop the weapon. A Chicago Police Officer fired his weapon multiple times, fatally injuring Alvarez.
Austin, Texas — The Austin Police Department (APD) released body camera footage that depicts the officer involved shooting that occurred in South Central Austin on Tuesday, January 5, 2021 in the 2500 block of Wickersham Lane. This incident involved two separate shootings that resulted in the death of 27-year-old Alexander Gonzales and injured the passenger in his vehicle. The first shooting involved Officer Gabriel Gutierrez, who was off duty when the incident occurred. The second shooting involved Officer Luis Serrato, who was on duty and responded to the initial shooting.
On January 5th at approximately 12:33 a.m., APD dispatch received a 911 call from Officer Gutierrez who stated to the dispatcher he was involved in a shooting. Officer Gutierrez was not on duty at the time and was driving his personal vehicle. There is no official police video of this part of the incident. A portion of the incident was captured on a security camera from nearby apartment complex and on cell phone video by witnesses from a nearby apartment. After the initial shooting incident, Officer Gutierez called 911 and requested APD and EMS. He remained on the phone until on duty APD units arrived.
In Officer Gutierrez's account of the incident to Austin 911, he said that he was driving and turned southbound onto the 2,500 block of Wickersham Lane. At approximately 12:33 a.m., Officer Gutierrez's vehicle stops as Gonzales's vehicle moves along the left driver's side. The cars aligned momentarily. Then, at approximately 12:33 a.m., Officer Gutierrez fired multiple shots into the vehicle. Gonzales's vehicle then moves out of frame. APD Dispatch received multiple calls from residents in the area who heard the shots fired. In Officer Gutierrez's account of the incident to dispatch, he stated that the car cut him off.
Officer Gutierrez said to the dispatcher that the driver had a gun and had pointed it at him. A surveillance video from a nearby apartment complex captured the two vehicles coming within close proximity to each other. Gonzales was driving the vehicle. Inside with him, was a female passenger and an infant child. Officer Gutierrez's personal vehicle stopped on Wickersham Lane at the rear of Gonzales's vehicle that had stopped and was straddling the curb. Officer Gutierrez continued to describe his version of the events to the dispatcher. At 12:37 a.m., Officer Serrato responded to the 2500 block of Wickersham Lane in a marked patrol vehicle wearing his department issued uniform.
Officer Serrato and Officer Nenno were the first on-duty APD officers who responded to the scene. The video footage shows Gonzales's vehicle stopped, straddling the curb with Officer Gutierrez's personal vehicle behind Gonzales's vehicle. The passenger was lying on the ground outside of the passenger side of the car, screaming during the incident. Officer Gutierrez gave verbal commands to Gonzales in English. As officers approached, they continued to provide commands to Gonzales, who was now outside of his vehicle on the driver's side. This portion of the incident was also captured by witnesses at a nearby apartment complex.
Officer Gutierrez walked away from the interaction towards the other APD units that responded to the scene. Gonzales, who was now at gunpoint by the responding officers, walked to the rear of his vehicle, toward the officers, and then around to the rear passenger side of the vehicle. Officer Serrato shouted for Gonzales not to reach inside the vehicle. He gave verbal commands in English and Spanish. Gonzales opened the rear passenger door and reached inside of the vehicle. The officer shouted for him not to reach inside the vehicle. At approximately 12:38 a.m., shots were fired at Gonzales. Officers secured the vehicle, EMS was staged at a nearby location and was cleared to enter the scene after the shooting and rendered aid to the passenger.
At 12:46 a.m., EMS arrived at the scene. At 12:51 a.m., Gonzales was pronounced deceased at the scene. The passenger was injured from multiple gunshots and was transported to the hospital, where she was treated for her injuries. An infant child was discovered in the vehicle on the rear passenger side, in a car seat. The child was unharmed and was transported to the hospital by EMS with APD Victim Services as a precautionary measure. Investigators located a firearm on the driver's side floorboard. During this incident, Officer Gutierrez was driving his personal vehicle, a blue sedan, and wearing a dark colored t-shirt and dark colored shorts.
