The way I see it, they likely have a lot of people who are involved in their sights and now have evidence, but mostly it's "ordinary" people and some from the electronic voting companies (likely not just dominion when it's all done). What they need though are the election officials who allowed and are still allowing this to happen, they get them by giving them time to "cover it up", certify the results and attempt to legitimise a crystal clear fraudulent election.
Certifying is the "cover up" so to speak.
