That's not how it works either fren. A SCOTUS appeal is filed once a lower court rules against the aggrieved party which the SCOTUS can choose not to hear if it feels the question isn't ripe for interpretation. With the on going controversy for decades surrounding election fraud I think SCOTUS must hear these cases.

Incidentally PA is already before the SCOTUS so simple amended complaint will bring in these other controversies

Yes I believe the SCOTUS has to rule that any election rules that acted as laws without the legislative body's approval is unconstitutional. The decree in Georgia for example changed voting law and the SOS and Governor don't have the authority to do that
