Yes that is true but public schools are funded on a per pupil basis. Students that are leaving public schools have money already allocated to them while current private school students don't.
There needs to be billions more in funding. The best solution is a slower rollout. A cap of 10k for students already in private school with the cap increasing by 20k every subsequent year.
I mean he is somewhat right. The students that are already in private school don't have money from the state already allocated to them. But students that are leaving public schools are just transferring their state funds to an institution of their choice.
