Exactly. Benford's law is just step 1 of analysis. If something does not pass it, it is either a) worth asking what is special about it or b) an indication it is not a natural sequence, there is probable artificial manipulation that is worth investigating further.

Most thing follow Benford's law. If you drop in a LARGE data set and it follows Benford's law, the odds are the data has not been massaged in any way.
If something deviates from Benford's law, that does not mean for 100% certain it has been doctored. It only means it is worth taking a closer look.
Here let me help you out. Imagine your at the grocery store, and you tell the clerk "excuse me, I gave you a $20 and you have given me 5 $10 bills back as change, this is a mistake." The clerk looks at you blankly and tells you, "No sir it is not a mistake, I know how to do math". You then proceed to tell them that 5 x $10 = $50 and you only gave them $20. $50 is more than $20 so it must be a mistake. So Gerber has to sell to the store for about 40 cents. If they sell grain+fruit+sugar or soy+sugar, then put about 5 cents into the product and turn a VERY nice profit for their shareholders. If they use meat, then it is going to cost 25 cents, and they are going to have much smaller profits.
Coupled with the fact most folks think grain, fruit and soy is as close to God and Nauture(tm) as you can get. Well, getting something with meat in it is more difficult.
