Yet, they are not. If their concern was double paying people on welfare then they should simply pull up who gets it and exclude them in that way.
Doing it the way they have will unfairly punish people who either had a bad year on their 2018 taxes or were students at the time but have since gotten a job and started paying taxes.
Not to mention the odd situations like couples who were not married in 2018 but were living as a traditional married couple where one stays at home and the other works. Will they effectively get cheated out of half of the stimulus just because of a technicality?
Or what about people caring for adult dependents?

The bill in it's current state is actually really shitty and excludes a lot of low-income hard working Americans. But from what I understand the current bill isn't really that popular and will likely be adjusted to include as many people as possible.
