Only **306 **returned as undeliverable (e.g. bad address).

Except for Las Vegas, the statewide undeliverable rate averages 6.57%.
If Vegas followed the state average of 6.57% for bad addresses, then you could expect around 83,000 of the 1.2M ballots to be returned as "undeliverable or for bad address"
As far as the Voter Registrar's office is concerned, the ballots went out and were good. They can rightly claim ignorance.
If somehow these went to bad addresses on purpose, then they could have been scooped up anywhere in the mailing process. We already have evidence of malicious mail workers in other states.

Clark county is where they sent out 1.2M unsolicited ballot, with only 306 (or 0.02%, a statistical anomaly compared to the other counties) to come back to the voter registrar's office as un-delivered/bad address.
MEANING:
There were roughly 50,000 bad ballots, never destined for a real voter, FLOATING AROUND in Vegas. Hmm...
