Having never heard of this before, just based off the URL ecfsapi.fcc.gov, it sounded like an API endpoint (it is). It's called the ECFS api. It's a public API service. As long as you have an API key, you can upload any document you want.
To use this API, you must first register for a free API key from https://api.data.gov.
