Why is there no chain of custody on an IT guy? Like I don't care what observers are there if they aren't tech oriented. I've seen some of the specification for votes from the dominion manual. It really wouldn't be hard to write a script to do your bidding; the IT guy could easily plug it into a hidden computer for a few seconds. Don't get me wrong I think Dominion itself is the issue, but the fact that an IT guy could theoretically do whatever he wants with the hard drive and that all current tech available which would prevent that sort of thing is not used, is highly disturbing.
