it's not percent of the 213mil registered voters that voted.

not all eligible voters are registered. that's why candidates do registration drives, to try and register them.

Eligible = everyone 18+ who is not a felon or otherwise ineligible.

if it helps you understand how the words are used in this context, think of an eliglble voter as being eligible to register and vote.

some of them choose not to register or vote. some choose to register, but still don't vote. some register and vote.

There are more eligible voters than registered voters because not everyone who is elibile actually registers.

If there are 213.8 mil registered voters, that means the eligible voter population is higher than 213.8 mil. So multiplying the 66.2% by only 213.8mil will give an irrelevant value that is too small.

you're an idiot. A lot of vaccine needles automatically retract after the plunger is inserted. It's a safety feature. A pretty cool one actually that's pretty cheap and easy to build and prevents inadvertent sticks when disposing the used needle.
