Not necessarily, the fund's performance is the market value of the investments within the fund...assets under management varies by both performance of the fund and deposits/withdrawals to and from the fund.

When a fund performs that poorly investors tend to move their money away from that fund, hence a 22% loss for a fund can result in a much higher % decline in assets under management as investors run for safety.
