A veto proof majority (constitutionally) does nothing. The bill has to go through the same procedure that a bill without a veto proof majority has to go through.

It is however relevant from the perspective of "is Congress going to override the veto". Having a bill pass with a veto proof majority makes it likely that Congress will override a veto.

I think we need an amendment. For every page in a bill before Congress, there must be 15 minutes between making the bill public and the first vote allowed (with a minimum of 48 hours regardless of length).

For every 1,000 pages, the length of time increases by 50% (in an exponential manner).

Though we need someone to make sure people dont print with a font type for ants.
