All incidents are local. There are procedures in place to escalate assistance requests as needed, from higher levels of government as well as from non-governmental organizations such as the Salvation Army, Red Cross, etc. And if the locals (i.e. mayors and county judges) don't request it, the state agencies aren't going to come swooping in and force it down their throats.
Maybe Arizona should pony up and finish building the wall on their southern border. And maybe eastern and western borders, as well, since we all know that Cali and N.M. won't. Texas should do the same. Biden and his illegitimate cronies can stuff it.
The wording is unfortunate, and he should have made it clear that he was referring specifically and ONLY to those who routinely expect handouts and coddling, but he's right. Texans are supposed to be independent and to help one another out (especially elderly, children, and disabled), not expect the "governement" to take care of them. BE PREPARED, people!!
