This is a controversy among the States, therefore it is a case or Original Jurisdiction for SCOTUS. Accordingly they can have a full trial, with expert testimony, witnesses, exhibits, even DISCOVERY if they so choose.
It's rare, and hasn't happened in over a century, but they certainly can allow evidentiary proceedings in this instance.
