Yep, nearly all are "bi-lateral," meaning each nation has a wholly unique agreement with us. The main exception is with Mexico & Canada - trilateral - although blackface was stubborn and didn't really get to participate much in that deal.
When you look at all those individual bilateral trade deals, it probably sorta looks like a coalition, but it really is a bunch of individual trade deals.
You're definitely correct that he's encouraging other countries to also GTFO of large coalitions and stick to 1:1 bilateral trade deals as much as possible!
