On Wednesday [the 11th], in an interview with KRMG radio in Tulsa, Okla., Mr. Lankford said: “There is no loss from [Biden] getting the briefings to be able to do that, and if that’s not occurring by Friday, I will step in as well and to be able to push to say ‘This needs to occur,’ so that, regardless of the outcome of the election, whichever way that it goes, people can be ready for that actual task.”

"I'm not in a hurry, necessarily, to get Joe Biden these briefings, it's been interesting how the media, the national media, not this network, but others have twisted this term 'step in.' I happen to chair the committee that oversees GSA, that is the entity that has to be able to make this call," Mr. Lankford said an interview with the pro-Trump Newsmax TV Saturday.

From a Vanity Fair article "Biden's campaign is prepping for Trump refusing to concede":

"Though Biden’s polling lead has stayed constant, internal numbers showing a tight race have kept anxiety high. Meanwhile, the campaign is bracing for a president who won’t leave office."

The whole article can be summed up as: they can't quite come out and say "wait, what if Trump wins?"
