It's a security bulletin and at best suggests that voter information from a single state MAY have been obtained and that other states should check their systems.
I would not hire you for IT security related matters, i would hire you if i was running a misinformation campaign.

Haha but i just realize i didnt directly answer the question, yes it is ONE of a FEW explanations for how these perfect ballots could come into the mix.
The perfect bubbled ones (with or without creases) are more likely ballot stuffing thsn duplication, where as uncreased ballots (without perfect bubbles) are more likely duplications for spoilt/adjudicated ballots.
See how it starts to get muddy as there is no one right or wrong answer, hence its easy to pass off a plausible excuse - even if it doesnt actually apply to the specific scenario?
There are two scenario which kind of get muddled together.
This muddied water to make things confusing is part of the heist, the whole death by a million cuts strategy, and why these videos will help.
In the case of a ballot that gets flagged by the scanner for adjudication they could:

examine the physical ballot and if necessary manually duplicate it (ie create a new paper copy, filled out however they want, throw away the original). They SHOULD then run this new ballot through in a new batch (and any remaining) so essentially no adjudication would take place BUT if in a hurry or lazy you could then just do #2 in order to record the vote electronically but still have an uncreased paper copy to match ;)

examine the electronic ballot and decide how any ballot flagged for adjudication get counted, this SHOULD be used sparingly and only when its a malfunction of the scanner/software detection.. in other words when you look at the image its clearly a vote for X but the system couldnt determine if it was X or Y or Z. The operator can mark it as X (or Y or Z) and carry on - in this scenario those votes will be marked/tainted as adjudicated votes.
Ultimately it will come down to putting pressure on the respective politicians, legislators and officials in each state for them to actually do something that will effect the election outcome.
These videos however go a long way to changing the public perception and informs people of things they otherwise might not know or understand.
This in turn will give them the ability to really amp up the pressure on these people by asking hard questions and demand adequate answers to things which currently are being brushed aside.
Eg the CCTV footage from State Farm Arena, they claim it was legal counting.. even when there was no observer for an hour... okay then.. the batches that were counted during that hour, what was the Trump/Biden/Jorg split? There should be logs on the scanners that will easily answer this.
At the very least it should be beneficial to inform voters ahead of the Jan 5th runoffs in Georgia.
At best the pressure will reach an insurmountable level where they finally cave and allow full audits, full signature checks etc. They do that im VERY confident things will be found that will change the results in multiple states, not just Georgia.

Youtube used to do the same thing and is likely due to the same reasoning.. theres vids on youtube that explain it.
Kind of a shame cause it can change people perception when they see such few views.
