Jury nullification allows the jury a non-gulity verdict in case of gross Judicial misconduct or unjust law. Each county board at every state should look into their hearts and decide if their conscience will allow them to certify their county votes knowing that their consent will knowingly further another county's treason.

Not a poll. Get the list of voters who voted and either call them or visit them. If they agree to the process, then validate their votes against their their actual vote. Just two or three hundred checks like this will establish if the counties numbers are within the bounds of error or not. Chi squared tests will determine if the numbers and distributions match.
