The color-key auto selected his tie as the key color and tried to greenscreen him. If that's the case, they probably just switched to the weatherman feed and forgot to turn off the greenscreen filter.
Or, like bf4truth said, it is a compression artifact from the camera feed. All digital lenses have 4 color channels: RGGB. They have two green sensors for every red or blue because green sensors are cheaper and the additional channel allows for additional contrast data to be captured. If you were to lay out a grid of sensors, and each sensor array has 3 pips, you will have dead space in the grid. By arranging it so:

You can fill in that gap and add another channel of data.
So, the artifact defaults to green when the red data layer gets past 255 and fills in the overflow with the fourth channel. A simple compositor layout mistake could have led to that.
