Yes, you can own an AR15 in Illinois. The libby towns will have restrictions/bans on the books. Even if he was from one of them and stored it outside of said restricted county, he certainly could own one, go to the range and practice, travel outside state lines in his vehicle (usually in the trunk, unloaded, no mags along side it, etc.).
Yeah, I'm sporting a 10.5 and I like it a lot. Since the recoil is a bit more pronounced, I would recommend a comfortable cheek rest as opposed to a bare buffer tube. I'm currently installing a Thordsen Customs cheek rest on this pistol to improve stability. I'm using a Kaw Valley Linear Comp to direct some of that muzzle energy forward.
C products mags have worked well for me. The heavy hammer springs from Wolf are rather nice too. Soft tip is a little iffy in feeding so I stick with the bulk ammo. Ar pistol build. Lightweight with a kick.
