Not only that its easier when you can utilize the State attorneys and the resources behind them. A small group of private sector lawyers even if wealthy dont usually have full support of their firms or the firms are relatively small. Now you have a State AG office, handling press, PR, Paralegal work, interns etc.
I got a bogus traffic ticket, couldnt go to court the entire hearing was done from home ridiculous. The judge, and all the staff were on a conference call not saying this cant be done this way, but there must be a cost saving that can be used to relieve the suffering businesses.
Most people cant sue the Gov alone. Look at how hard they have to fight at the Bar on Staten Island. Now the guy is likely getting framed up by cops. If the pain is inflicted on municipal workers the pressure will increase and politicians will need to reopen.

Everyone looks at urban areas in Blue states and thinks the city dwellers are just nuts. No its not true its that this shit has been done for so long. UPstate NY and areas outside of Cali are some of the most conservative voting blocks period.
