Regardless of whether it's funded privately you still can't use the government to administer or even enforce the program. Even if the fund was administered privately it would (probably) be declared unconstitutional for the same reasons the courts won't enforce private covenants keeping certain races out of neighborhoods.

Yep, I remember growing up, watching shows like Family Matters and Home Improvement and being able to relate equally to both. Nowadays, I don't even watch television anymore, especially shows with black characters, because the writers feel the need to inject racism/white man bad into every single storyline.
