Because it's a matter of pure chance that this particular counting location had windows. there is absolutely no law or precedent anywhere which says that everyone in the world gets to stare at the count through windows and parade around outside.

There are plenty of counting locations where it wasn't possible to look into them through windows at all, so implying this is a requirement would invalidate all counts which weren't conducted in a glass cube, which is precisely none of them.

Stupid question.
