They didn't need to "Complete" the crime. If someone breaks into your home to steal something, you don't need to wait until they get back to their hideout. Catching them in the act is good enough. And if they were worried about the info the president has, they wouldn't want impeachment hearings. The president has lawyers in such a hearing, and it would be a venue on the senate floor with which to reveal that evidence in front of the entire country that would be watching. They would never push for a legal setting in which there is that much evidence against them.
