Well think about it, if they cheated in 2016 like they did in 2020 by manipulating the vote count digitally then they would have the records. They would know about and be in control of those changes. Then someone (Russia) comes in and changes the numbers back to reflect the legitimate original vote count. Whoever initially cheated would no doubt be monitoring the system, they would be a witness to the second change.
