How do we know they're being honest with the hand counting? For example, say there's 9 votes for Trump and 1 for Biden, what is there to ensure the counter doesn't report 6 votes for Biden and 4 for Trump?

Sorry, just realized this is a full dump of all pre 11/11/1920 DOB people. It seems like not all of them voted even though they are in the PA election results files. There are still a shitload of em though.
