Taiwan officially calls itself the REPUBLIC OF CHINA. I call it "China" because that's what they call themselves. The RoC has official claims on all of China and Mongolia.
As for Hong Kong and Singapore, they are run by Chinese people. Since Senator Blackburn calls it "5000 years" of Chinese history that would include them too.
The first Chinese immigrants to Singapore started a few hundred years ago. Which is most certainly within 5000 years. The prime minister of Singapore is "Chinese", he even traveled to Taiwan once. (His family immigrated to Singapore in 1863). And his name is 李光耀, not a Chinese person?
Hong Kong was a fishing village when the British took over. Then Chinese people started moving there. I guess you can argue that Hong Kong isn't "Chinese", other than the fact that they're ethnically Chinese, speak and write Chinese.

I think a central bank would be viable for a monarchy, where the king/emperor is meant to have a good degree of power. Since a monarchy is effectively privatized, it should be reasonably efficient.
Even then, it could be used to screw over the common man, at least it would be for the benefit of the state rather than just bankers.
