This theory only makes sense if you believe that COVID is a very real and dangerous virus. Only then would it matter if the borders were kept open and more people were infected.
I, however, do NOT think this virus is all that dangerous. In fact, it has become quite obvious that the governments have had to inflate the reported death numbers and incite panic in order for anyone even to believe it's a real thing. Given that, it would make no sense for the "It's not a big deal" politicians to take that stance if they were taking orders from China. It would make far more sense for them to incite panic from the beginning, if they're going to pad the numbers anyway.

My take on it is that during your phase 1, there was no concerted effort toward anything in the US - the idiot politicians were just being themselves. Pelosi was trying to play the race card as she always does, because that braindead bitch couldn't find her own ass if her pants were on backwards, and Fauci was initially being honest - masks don't work. They weren't trying to spread the virus, because no extra effort would be needed to spread a corona virus throughout your population. Happens every year.
Phase 2, however, was when whoever is really running this show, the CCP or lizard jews or whoever, said "Hey dumbasses, we WANT people to freak out - get on it." And, with their marching orders, EVERY SINGLE COMMIE FAGGOT flipped their position and immediately started saying "Panic! Panic! Panic!" and wearing masks and screaming about deaths, etc.
I'm sure the precise historical accuracy of this movie will include the African kings and queens being ripped from their glorious wakandan African thrones by toothless, cross-burning banjo players who take one look at the nether regions of the chiseled, noble black men and declare, "We's gonna need a bigger boat y'all !"

Now, imagine you're in Feb 2020, and the computer modeling that the Fauci retards are quoting says 2 million dead by summer, and you really, really believe that bandanas and t-shirt masks can help prevent transmission. Would you tell people not to wear masks just because you don't want them to buy them all up? Why wouldn't you tell them, "Everybody make your own masks or wear bandanas over your faces!! Don't buy the medical masks - leave them for the doctors and nurses, but for the love of God wear something!!!" Two MILLION people. You'd having to be lying, or a psychopath, or both.
