This mindset of hiring minorities (in to state & federal positions) at all costs goes back 30 years! I saw it firsthand in the early 90s when I got out of the USAF, as an honorably discharged officer, and applied for a bunch of government jobs. And then I saw it again after 9/11/2001, when I applied for a TSA position.
