I ran it through Studio One. Converted it to mp3., then added an EQ emphasizing the vocal range (1-3kHz), added a vocal compressor, and a denoiser. I'm listening on Sony MDR-7506 studio headphones. (I'm a musician, so I have tons of gear and software.) I played around with the EQ filters to de-emphasize the background noise, and emphasize Joe's voice. Not easy.

Regarding your question. I was on the PA Oct 29th, 6pm-9pm get out the vote call. We were also trying to encourage the voters NOT to mail their ballots at this point. We used a dialer - the name, age and the script appeared. I did not see a county or town.
