So, as far as I understand it, "to filibuster" is to talk at length, often in an attempt to delay a vote on a bill or something. You'd have people get to the point of reading recipes or reading from phone books just to keep talking. A vote of 60% could make them stop. So, in some proceedings a vote of 60% is required for various actions or acclimations. This is known loosely as the filibuster vs a simple majority, so it used to be that you'd need 60% to confirm an appointee, now you only need 51%.
