For long-rang comms I'd get an HAM HF radio, a nice large antenna and an auto antenna tuner. I'd also recommend getting a sound-card interface for doing digital modes. Why bother with digital modes? With many such modes, you can actually get out messages easier in poor rf conditions and with less power vs. phone(voice.) For shorter-range comms, you can use something such as a 2 meter mobile radio. You can also pick up some dual-band UV-5Rs handhelds for cheap.
