That's because Buffalo, NY is used to snow. Not in TX. If you've ever had the misfortune to drive in Houston traffic on a regular day, the drivers don't slow down for rain or snow. And they've never heard of chains or snow tires either.

That depends. If someone falls on your sidewalk, you are responsible. So if you're going to clear the sidewalk, do a good job. Even in below freezing temperatures if the sun is shining, some melt will occur. And it will run off.

I've actually spent time in CO and saw -25 so I can relate. Spent time in a lot of cold country (the wrong time of year).
