If they steal to feed their drug habit, send them to jail for stealing. If they lose their job and their home, because of it...that's their own fault and they don't deserve a bailout. Instead of incarcerating people for years for drug possession, set up programs to help people get off drugs. Think it can't work? Look at Portugal.
