I believe they were testing a system for this a few years back in Oregon.

It creates a huge privacy issue. Taxes can only be collected for miles driven on a public road. Miles driven on private roads, private property, and off-road cannot be taxed. How does a system figure that out? It needs GPS and a map to know if you're on a public road. So the GPS tracks your every movement.
