I think this is showing the chain of custody was compromised.
To get the data into Excel the laptop would have to have all the encryption keys to mount the drive and access the data. Or there was no encryption.
If the laptop has unencrypted access, it could load malware or modify the data on the USB in addition to transferring files for reporting.
The funny thing about that document...it spends more pages on showing how people aren't watching CNN anymore than it does talking about Trump.
Probably the same reason they had to stop voting for a couple hours to get more ink.
