Can you form some sort of co-op of school teachers? At the beginning of this whole thing I thought, good conservative teachers could make massive bank and select good kids from good families and those families would get better teaching, it would be a win-win for everyone.
Our homeschool group did this. We all pitched in with the help of video teachers from a selected homeschool program. That was elementary school. Parents actually helped when video teachers weren't enough. Then when the kids got old enough that the parents were out of their league, we pooled money to hire tutors for a couple times a week to teach lessons. It worked really well.
We used to used a phone tree for prayer requests at church. Everyone that wants to be a part of the phone tree gives their number and a "tree" is formed. One point person calls 2-3 people that calls their assigned 2-3 people.
I think what you would need is a swarm like or pod like set, where you every pod is redundant covered so if any pod is alerted, all the others get covered.
When I went to my grandparents as a kid, there was a neighbor boy I played with. He had downs, I was able to get to the point I could understand about 70% of what he said and figure out the rest with some time. NEVER called him a retard, because he wasn't.
