I think we should use illegals to test whether or not a high minimum wage and required benefits has an effect on employment numbers.
We need to pass a law that requires illegals be paid $20/hr (higher in states like California or New York), have all health care paid by their employers, have employer paid maternity leave for up to a year, have unlimited employer paid sick leave and at least one month of paid vacation, etc. If someone is caught paying less than this, they should be required to pay the illegal workers double the difference (this would encourage the illegal workers to turn in their employers) and be fined the same amount.
If a law like this was implemented, I think we would see caravans of people headed back to Mexico/Central America. A similar law should used for H-1B visas except the pay rate should be 120% of the average for the work/skill category.
