California already has stricter emissions than 48 other states. You can't register a car that does not comply in California. You can drive one. If they catch you living there they will issue you a citation and ultimately impound your vehicle. But as long as you don't live there you can drive through in whatever you want. It's been so effective that not only do almost all the cars in California comply, so do most of the rest of them in other states.

I understand you, but I don't see why it matters. She wasn't the one shooting at the cops, therefore she was an accidental, invalid target. I'm not saying that makes the cops guilty.
