I wouldn't discount the role of technology. People coming over in the 19th century really were leaving it all behind. There was no flying back to the homeland twice a year. There was no spending all day on the phone with Scotland, no watching German TV. You couldn't send a check to France every month.

It's funny you mention that. A lot of apartments run electrical heating in Texas. I'm not precisely sure why. Maybe construction cost, maybe code. I doubt it's the enviro garbage like it is in SF but maybe. Anyways, ends up costing the tenants an assload when it gets super cold. Most larger domiciles, including attached usually, have gas heating.

It rarely gets cold enough to matter, but yeah, once every couple of years you get some unfun. Rare also means people aren't necessarily prepared to prepare for very cold weather.
