That's exactly what I think happened in many cases, future data points will show this. I have another graph showing the average deaths before covid and I'll be able to calculate the cumulative number of deaths that occur below the average.

Its probably due to lack of testing early on so people did die from covid but aren't counted.

This data is through week 24 using week 26 data. I purposely omitted the last 2 weeks since that data is incomplete. We're currently on week 28 so the data is nearly 4 weeks old.
