I remember learning about Ellis Island and immigration in Junior High. We did a whole role-playing type day long exercise about who was allowed to immigrate into the United States.
Surprise! It wasn't just anyone who showed up. If you couldn't support yourself, or have family that could support you, you got refused entry and sent home.
This was a depressingly long time ago for me, but I remember the character I played was a 60-ish elderly man, that supposedly had family in the States. I think I was rejected and sent home.
The problem now is that "undocumented" immigration is leading to a MASSIVE surge in the Support state.
A Country should have social safety nets for its people that hit hard times. Sure! Fine! I agree!

But public opinion right now is really volatile.

It is not good. We know that. But we also know that Congress will NEVER pass a tax-payer only stimulus bill to make it to POTUS's desk. They will always find a way to stuff it full of Pork.
Lacking some kind of Executive Action power that we have yet to see, there doesn't seem to be a better option right now.
Perhaps when we get new Legislatures installed in 2021 things will be different, but not really counting on it.
