Some of the videos appear to show the people suffering for awhile before laying down on the bench. The citizens in some of these countries may not have the same access to medical care we do in the US. They may have been turned away due to hospital overcrowding. Early last year, there as a big hubbub about the US being short on ventilators (as President Trump said, the previous administration left our cupboards bare). Many COVID-19 patients admitted to hospitals needed assistance breathing. I personally don't find it a stretch that a COVID-19 patient with a huge viral load struggling for air would have trouble walking. Link
I believe President Trump initially wanted to end the pandemic as efficiently and quickly as possible. He stopped the flights from China, brought up hydroxychloroquine and UV as possible treatments, and mentioned it'll all be over by Easter as things warmed up. He got ridiculed and savaged in the media and by experts for those decisions. And as the deaths piled up partly due to the the vulnerable not being protected (ex: some states forcing COVID-19 patients back into nursing homes), the economy being battered and a majority of people wanting a quick fix to return to normalcy, Operation Warp Speed was born. Many prefer the shortcut method of taking a shot/pill rather than taking care of the body through exercise, eating right, rest, etc...
