Was watching some live steams of the police and national guard rolling in the area at daybreak. They were pretty clearly and loudly ordering everyone in the area to disperse peacefully or face arrest, while slowly advancing down the street. CNN likely got in their way and were not complying with the orders. They may have even been protecting a rioter, you can see her run off from the group at the start:
